A few years after killing CAIRS, as that story discusses, the Harper
government announced that departments would be required to disclose
their ATIP requests themselves. So far only a handful have started:
http://open.gc.ca/open-ouvert/ati-aai-eng.asp

(Each department is doing this separately, with no common format. So
it's certainly not open data by any definition.)
