If big data is relevant to government data, people may be interested
in the Strata Conference http://strataconf.com/ There is a free online
conference coming up. If there is any doubt people can build a
business on data, search for "business intelligence". For big data
specifically, search for who's using Hadoop [1].

However, I'm not sure how much "big data" there is in government. Big
data typically refers to datasets that are either at least hundreds of
gigabytes or millions of rows in size (this is a generous lower bound
- it is usually much higher). Databases of 311 and 911 calls are
potential candidates. Toronto, our biggest city, generates only a
quarter million 311 calls per year according to the data they've made
available [2]. I don't think open data people are being short-sighted;
I think there is just not that much big open data.
