Glenn;

There is no real national social policy think tank left in Canada.  That
used to be CPRN which like many other scientific groups was shut down under
the Tories.  There is the Canadian Council on Social Development that is
getting rejuvenated that used to do this type of work but they too had their
funding cut but the feds.  The Federation of Canadian Muncipalities also
does something similar but only in Canada's largest cities.

The concepts in Canada are:

Income inequality
Income gap

You will only finds bits and pieces of the document your shared in Canada.
