Here is a link to the OGP IRM report.  I was one of the 3 reviewers of the
Draft.  Mary Francoli did a great job, and assembled a report that is quite
an accurate depiction of the low aims of the OPG goals set by Canada an the
not so great progress made on achieving those goals, and the sentiment of
distrust by the public with regard to the openess of this government
overall.  A juicy read it is not, but lots of good intel, references and a
method to review and assess.
