Hi Claire;

Someone would have to take the lead.  The folks here in Dublin have created
a civil society OGP report, and Mary Francoli at Carleton did the
Independent Review for Canada.  Her report is worth reading.  Once that is
done, whoever would talke the lead would need to assess if the IRM report
is enough and if not, is their warrant for another civil society report.
