I was at the OGP Europe Regional Meetings and I did not see any of these.
Now many civil society groups participated in the creation of their
national action plan in very meaningful ways and then track those
accordingly.  But I have not heard of any shadow plans.  There were also
discussions on expanding the ogp criteria for the plans, for intance canada
got high points on foia because of the criteria which does not measure
quality, while cancelling a census, surveys, monitoring stations, quashing
scientists and so on are not part of the OGP criteria.  The members of the
IRM from different countries were advocating for changes as they had to
repond according to the specs which they found limiting in some cases.
