[CivicAccess-discuss] open data certificates

I had problems with this site responding.

But, I am dubious about the efficacy of these certificates. And, from my
experience, most folks trying to run open data portals will not make the
effort to create them.

Insufficient and/or poor metadata is a big problem with open data portals
but the portal is window on the fact that there are underlying data
management issues in general.
