Hi everyone,

I wanted to pass on this bit of news. After 4 years, and having achieved
our original objectives, we're putting Montreal Ouvert to bed.

In 2010, a group of us (Jonathan Brun, Jean-Noé, Sebastien Pierre and I)
were peeved by the lack of awareness of open data in Quebec and the
subsequent lack of progress on the issue. We created a citizens' group and,
supported by other citizens that were already aware of this issue, did a
lot of lobbying and education for open data. Now, four years later, after
organizing public meetings, writing submissions on various public
consultations, many meetings with bureaucrats and elected officials, and
many, many hackathons and Open Data days, Montreal has an open data policy,
a portal, and a municipal body that exists to work with citizens
specifically on the subject of open data. It also has a bureaucracy that is
engaged in opening up datasets and working with citizens, political
champions that are committed to being leaders in open data in Canada, and a
very vibrant group of citizens, developers, and civil society organizations
that are taking advantage of this new availability of data.

We're now shifting tactics, because the we believe what is required here in
Montreal is less about further movement-building and lobbying, and more
around structured engagement with cities and with communities to achieve
more of the benefits of open data. We examined the possibility of turning
Montreal Ouvert into a incorporated staffed group that could do that work
(as opposed to only relying on our time in evenings and weekends) but we
realized that a much better solution was to find a way to work with our
frequent collaborators and friends, Open North.

I'm not affiliated with Open North, but as speaking as member of Montreal
Ouvert, I'm very happy with their decision to bring on Jean-Noé to join
their amazing team (James McKinney and Stephane Guidon) which already
included Jonathan Brun as a founding board member. Especially considering
JN's addition, we feel that Open North is now better placed that Montreal
Ouvert was to continue the work that we started four years ago - a
collaborative approach to working with cities to realize the potential of
open data.

Thank to so many of you for the support over the past 4 years and for
giving us examples to point to. It wouldn't have been possible (or as much
fun) without you.

We'll all still probably be around, just not in Montreal Ouvert guises.

Michael Lenczner, Jean-Noé Landry, Jonathan Brun et Sébastien Pierre ont
fondé Montréal Ouvert en 2010 pour promouvoir l’ouverture des données
publiques. À l’époque, Montréal accusait dans ce domaine un retard
important sur les autres grandes villes canadiennes – il apparaissait
urgent de rassembler les citoyens, élus et fonctionnaires pour exiger une
plus grande transparence de l’administration municipale.
Ailleurs au pays, les initiatives d’ouverture des données ont surtout été
initiées par les services informatiques de l’appareil municipal de façon
technocratique, c’est-à-dire qu’elles émanaient moins de demandes
citoyennes que de la nécessité de répondre à des impératifs de bonnes
pratiques en matière d’administration publique.

C’est sans doute là le point fort de l’expérience de Montréal Ouvert :
démontrer qu’un groupe de citoyens sans statut officiel pouvait faire
évoluer positivement la société en adoptant une approche collaborative et
inclusive. Si Montréal Ouvert a rempli son objectif de départ, il n’en
reste pas moins que les données ouvertes en sont encore à leur début : le
chemin vers une administration publique transparente ouverte à l’engagement
citoyen est encore long et sinueux.

C’est notamment sous l’impulsion de Montréal Ouvert que la Ville s’est
engagée en 2011 sur la voie de l’ouverture des données, créant un groupe de
travail, une table de concertation puis, en 2012, une politique officielle.
Cela a été rendu possible grâce à une mobilisation citoyenne sans
précédent, notamment les «hackathons» ayant engendré la création de
logiciels web comme Patiner Montréal, Resto-Net ou ZoneCone.

Les données ouvertes sont un puissant outil pour mieux comprendre le
fonctionnement de l’administration publique, mais également pour mieux agir
sur celle-ci. Nous souhaitons que l’écosystème des données ouvertes se
développe et que les synergies se renforcent, afin que les îlots
d’expertise se transforment en une intelligence collective et démocratique
au service des Montréalais.

Bien que Montréal Ouvert ait accompli beaucoup de choses en quatre ans, il
reste beaucoup à faire pour rendre notre société plus ouverte. Si l’étape
de sensibilisation est achevée et que la Ville s’est véritablement engagée
sur cette voie, les besoins sont désormais mieux servis par une
organisation d’économie sociale que par un groupe de citoyen bénévole.
C'est donc pour cette raison que Montréal Ouvert tire sa révérence et que
Jean-Noé Landry poursuivra le travail auprès de Nord Ouvert
